Welsh Governance

Proceeding contribution from Lord Hain (Labour) in the House of Commons on Wednesday, 15 June 2005. It occurred during Ministerial statement on Welsh Governance.
I was going to welcome the hon. Gentleman to the Commons, but after that little rant I am not sure that I should. However, I am pleased to do so. I just do not agree with him. It is interesting to see Conservative Members wriggling on this issue when their candidates are defeated by the electorate but are then parachuted into the Assembly. I do welcome the official name that the hon. Gentleman has adopted—T.C. is Top Cat. As the ditty goes:"““Top Cat, the indisputable leader of the gang . . . "" Yes, he’s the chief, he’s the king,"" But above everything,"" He’s the most tip-top, top cat.””" He has my vote in a bid for the leadership of the Tory party.
