I welcome the step back from primary legislation. Does my right hon. Friend agree that, had we gone in that direction, it would have led to an inevitable demand—as it did in Scotland—for a reduction in the number of Welsh MPs? Whatever increase in power may be given to the Assembly, it could not compensate for the loss of power here in Whitehall.
