The hon. Gentleman is nodding, which means that another Liberal Democrat Member opposes the principle behind a referendum. He just wants to railroad Wales into assuming primary powers, even when he knows that no consensus exists and that it goes against the policies of the leader of the Liberal Democrats in the Welsh Assembly.
