During the general election the people of Wales, I believe, indicated to us that they were more concerned about the delivery of good-quality public services than about endless talk of constitutional change. I think that the White Paper addresses that, and contains sound, balanced and sensible proposals that allow the people of Wales, through their elected representatives here in Westminster and in Cardiff, to work together to bring about those good-quality services.
