Natural Environment and Rural Communities Bill

I hope that the hon. Gentleman agrees that it is difficult to imagine how Human Rights Act considerations could possibly necessitate provisions that mean that local authorities may not take into account environmental effects, which is why I suggested that that might be a route through during the interim period.
