The hon. Gentleman has produced the most marvellous example of the effect of the power of direction. The Secretary of State does not need to direct the Environment Agency. When the chief executive of the Environment Agency gives evidence to the Select Committee, she says what she thinks. When the Environment Agency writes something down and sends it to MPs, however, it is conscious of the power of direction, which is the problem that we are currently addressing.
