Business of the House

I wish that I could tell my hon. Friend exactly what is going to happen, but that would require clairvoyant facilities greater than mine. Even greater. After our debate, there will be a debate in the other place. I thought it important to ensure that these debates did not occur on the same day, so that this House could assert its primacy—something that has been agreed by all parties in this House and in the other place, regardless of shifts in composition. Of course we will take account of the views of the other place but, ultimately, this is a matter of law and this House must decide.
