Business of the House

I am happy that my hon. Friend raises that, because getting to a period of stability in the NHS will enable primary care trusts to identify the medical care needs of people in their area and the most appropriate provision. There will be a certain amount of creative competition between different providers. That has always been the case, but it always been sub rosa and I think that it is better if it is explicit. As a result, we will be able to change the culture of some NHS establishments to ensure that they are absolutely focused on their overwhelming priority—the patient.
