Rural Payments Agency

Proceeding contribution from Paddy Tipping (Labour) in the House of Commons on Monday, 27 March 2006. It occurred during Urgent question on Rural Payments Agency.
The Secretary of State has made it clear that she regards the situation as unsatisfactory. Will she assure the House that the right approach is being taken in moving away from production subsidies to payments for public goods? Is not the important thing now to ensure that farmers and landowners have a good idea of the new timetable for when payments will be made before June?
