The Speaker has certified, for the purposes of Standing Order No. 83J, and on the basis of material put before him, that, in his opinion, clauses 6 to 8, 11, 12, 26 and 27 of the Offensive Weapons Bill relate exclusively to England and Wales and are within devolved legislative competence, as defined in Standing Order No. 83J.
