The Deputy speaker has certified, for the purposes of Standing Order No. 83L, and on the basis of material put before him, that, in his opinion, for the purposes of Standing Order No. 83L(2), Clause 85 relates exclusively to England and is within devolved legislative competence, as defined in Standing Order No. 83J.
